So I finally managed to remove the packing. After 30 minutes of picking at it with any old thing I could manage to stick in the pipe, I finally found the "perfect" solution: I put the biggest drill bit on my drill and the packing wrapped firmly around the bit after a short burst of power. Voila--the packing pulled out rather easily.

Do I need to do anything to the pipe before I put the new packing in?

Just wrap the new packing (pretty tight) around the stinger, safety wire it in place around the stinger and slide the whole assembly back into place. Use new nylock nuts and bolts to hold it in the exhaust housing.
